Because economic progress and educational<br \/>\nachievement are inextricably linked, educating every<br \/>\nAmerican student to graduate from high school prepared<br \/>\nfor college and for a career is a national imperative.<\/p>\n<h3><strong>President&#8217;s Goal<\/strong><\/h3>\n<p>The President has articulated a goal for America to once<br \/>\nagain lead the world in college completion by the year<br \/>\n2020, and all of President Obama\u2019s education efforts aim<br \/>\ntoward this overarching objective.<\/p>\n<h3><strong>Create An Economy<\/strong><\/h3>\n<p>To create an economy built to last, we need to provide<br \/>\nevery child with a complete and competitive education that<br \/>\nwill enable them to succeed in a global economy based on<br \/>\nknowledge and innovation. To provide a high-quality<br \/>\neducation to all American children, President Obama has<br \/>\nadvanced reforms around four key objectives:<\/p>\n<h3><strong>Higher Standards<\/strong><\/h3>\n<p>Higher standards and better assessments that will prepare<br \/>\nstudents to succeed in college and the workplace.<\/p>\n<h3><strong>Ambitious Efforts<\/strong><\/h3>\n<p>Ambitious efforts to recruit, prepare, develop, and advance<br \/>\neffective teachers and principals, especially in the<br \/>\nclassrooms where they are most needed.<\/p>\n<h3><strong>Smarter Data Systems<\/strong><\/h3>\n<p>Smarter data systems to measure student growth and success,<br \/>\nand help educators improve instruction.<\/p>\n<h3><strong>New Attention<\/strong><\/h3>\n<p>New attention and a national effort to turn around our<br \/>\nlowest-achieving schools.<\/p>\n<h3><strong>Designed \u00a0Initiatives<\/strong><\/h3>\n<p>Since taking office, the Obama Administration has designed<br \/>\nand implemented several initiatives to strengthen public<br \/>\neducation for students in every community nationwide:<\/p>\n<h3><strong>Race to the Top<\/strong><\/h3>\n<p>Race to the Top marks a historic moment in American<br \/>\neducation. This initiative offers bold incentives to states<br \/>\nwilling to spur systemic reform to improve teaching and<br \/>\nlearning in America\u2019s schools. Race to the Top has ushered<br \/>\nin significant change in our education system, particularly<br \/>\nin raising standards and aligning policies and structures<br \/>\nto the goal of college and career readiness. Race to the<br \/>\nTop has helped drive states nationwide to pursue higher<br \/>\nstandards, improve teacher effectiveness, use data<br \/>\neffectively in the classroom, and adopt new strategies<br \/>\nto help struggling schools.<\/p>\n<h3><strong>No Child Left Behind<\/strong><\/h3>\n<p>As states move forward with education reforms, some<br \/>\nprovisions of No Child Left Behind \u2014 the most current<br \/>\nversion of the Elementary and Secondary Education Act,<br \/>\nwhich is five years overdue for reauthorization \u2014 stand<br \/>\nin the way of their progress. Although NCLB started a<br \/>\nnational conversation about student achievement, unintended<br \/>\nconsequences of NCLB have reinforced the wrong behaviors<br \/>\nin attempting to strengthen public education. NCLB has<br \/>\ncreated incentives for states to lower their standards;<br \/>\nemphasized punishing failure over rewarding success;<br \/>\nfocused on absolute scores, rather than recognizing growth<br \/>\nand progress; and prescribed a pass-fail, one-size-fits-all<br \/>\nseries of interventions for schools that miss their goals.<\/p>\n<h3><strong>Sent Congress A Blueprint<\/strong><\/h3>\n<p>In March of 2010, the Obama Administration sent Congress a<br \/>\nBlueprint for Reform of the Elementary and Secondary<br \/>\nEducation Act, addressing the issues created by No Child<br \/>\nLeft Behind while pursuing high standards and closing the<br \/>\nachievement gap. But because Congress has not acted to<br \/>\nreauthorize ESEA, the Administration moved forward in<br \/>\nproviding states flexibility within the law \u2013 as authorized<br \/>\nby provisions in the law itself \u2013 to pursue comprehensive<br \/>\nplans to improve educational outcomes for all students,<br \/>\nclose achievement gaps, and improve the quality of teaching.<br \/>\nTo date, 41 states, CORE (California Office to Reform<br \/>\nEducation) Districts, and the District of Columbia have<br \/>\nreceived ESEA flexibility.<\/p>\n<h3><strong>Redesigning America&#8217;s High Schools<\/strong><\/h3>\n<p>President Obama&#8217;s High School Redesign initiative will<br \/>\nencourage America&#8217;s school districts and their partners<br \/>\nto use existing federal, state and local resources to<br \/>\ntransform the high school experience for America&#8217;s youth<br \/>\nthrough a whole school redesign effort. This effort will<br \/>\nchallenge high schools and their partners to rethink<br \/>\nteaching and learning and put in place learning models<br \/>\nthat are rigorous, relevant, and better focused on<br \/>\nreal-world experiences. These reforms will incorporate<br \/>\npersonalized learning and career and college exploration<br \/>\nand ensure that all students graduate with college-level<br \/>\ncoursework or college credit, as well as with career-related<br \/>\nexperiences or competencies.<\/p>\n<h3><strong>Keeping Teachers In The Classroom<\/strong><\/h3>\n<p>President Obama believes that our children cannot win the<br \/>\nfuture if teachers are not where they belong\u2014in our<br \/>\nclassrooms, teaching our nation\u2019s children. America\u2019s<br \/>\neducation system has always been one of our greatest<br \/>\nsources of strength and global economic competitiveness,<br \/>\nas well as an engine of progress in science, technology<br \/>\nand the arts. Our nation cannot expect to train our<br \/>\nchildren for the high-skilled jobs of today, or for the<br \/>\nopportunities of the future, without investments in a<br \/>\nworld-class education system. And America cannot build a<br \/>\nworld-class education system without teachers in our<br \/>\nclassrooms.<\/p>\n<h3><strong>Cuts in Education Budgets<\/strong><\/h3>\n<p>But cuts to education budgets nationwide put education jobs<br \/>\nat risk. These cuts force states and districts into<br \/>\ndifficult decisions, including laying off teachers and<br \/>\nother school personnel, overcrowding classrooms, reducing<br \/>\npreschool and kindergarten programs, or even shortening the<br \/>\nschool week and year.<\/p>\n<h3><strong>President Invested In Education<\/strong><\/h3>\n<p>That\u2019s why the President has invested in education,<br \/>\nproviding funding to keep hundreds of thousands of teachers<br \/>\non the job over the past three years and creating a proposal<br \/>\nto prevent further layoffs from taking place:<\/p>\n<h3><strong>Stabilization Funds Deployed<\/strong><\/h3>\n<p>In 2009, the President effectively deployed stabilization<br \/>\nfunds for state education budgets through the American<br \/>\nRecovery and Reinvestment Act, which enabled states and<br \/>\nschools districts to keep approximately 300,000 educators<br \/>\non the job in the face of budget cuts caused by the economic<br \/>\nrecession.
