The recent January<br \/>\n2013 POLICY PAPER No. 1301 &#8211; &#8220;A Nation Still at<br \/>\nRisk: The Continuing Crisis of American Education and<br \/>\nIts State Solution&#8221;, by Casey Given is available here.<\/p>\n<h3><strong>A Click Away For Thousands Of Students<\/strong><\/h3>\n<p>\u201cThanks to the Internet, a quality education is a click<br \/>\naway for thousands of students who were previously<br \/>\nunsatisfied with their brick-and-mortar public school,\u201d<br \/>\nAFP Foundation policy analyst Given explains in the<br \/>\nreport.<\/p>\n<h3><strong>Virtual Schools Aren&#8217;t Bound\u00a0<\/strong><\/h3>\n<p>Since virtual schools aren&#8217;t bound by enrollment caps<br \/>\nand geographic location like brick-and-mortar schools,<br \/>\nGiven argues that they have unprecedented potential<br \/>\nto extend educational choice to every student with an<br \/>\nInternet connection. The policy brief then explains<br \/>\nthe history of online learning, its various forms, and<br \/>\nits contemporary challenges.<\/p>\n<h3><strong>Some States Refuse Expansion<\/strong><\/h3>\n<p>\u201cSeveral states stubbornly refuse to expand educational<br \/>\nfreedom online. In fact, many conservative educational<br \/>\nreformers are even scaling back their state\u2019s existing<br \/>\nonline programs, often in the name of preserving \u2018local<br \/>\ncontrol\u2019 for district school boards,\u201d according to<br \/>\nGiven.<\/p>\n<h3><strong>Better Techniq<span style=\"line-height: 1.714285714; font-size: 1rem;\">ues Needed<\/span><\/strong><\/h3>\n<p>From New Jersey\u2019s withdrawal of approval for the first<br \/>\ntwo virtual schools to open up in their state to<br \/>\nPennsylvania\u2019s targeted cuts to online learning, the<br \/>\nreport suggests that better techniques need to be<br \/>\nimplemented to evaluate and approve virtual schools.<\/p>\n<h3><strong>Focus On Virtual Schools<\/strong><\/h3>\n<p>\u201cInstead of one-size-fits-all evaluations, states<br \/>\nshould more effectively evaluate virtual schools\u2019<br \/>\nperformance by focusing on progress rather than<br \/>\nbenchmarks.
